Can eBay Support Unlock the X4 Restriction?

When creating variations, it looks like there's an X4 restriction.If I contact eBay support, can they unlock it? Has anyone had experience unlocking it?If so, could you share the conditions or requirements?

Cancel listing

How do I cancel a listing? I can't seem to find a pace to do so. I am fed up with eBay as they are now holding onto my money for a month. Of course, in the meantime they are getting the interest on it.
