I could only think of one way to do it thru eBay, relist item, have him pay for it, mark it shipped, and he can mark it received, eBay will be happy to get the fees, so I don't see any problem as long as you both agree to the process.

You can't do it through Ebay.
You and the buyer will have to work out a way they can repay, like Pay Pal or another service you both decide on.

And how, exactly, does a buyer "mark an item as received?"

I have a Pay Pal account and my buyer also had one.
My buyer repaid me using that...which I just transfer the money to my banking account(I have two different debit bank cards and use one bank for this).

They just add a note to their purchase.

Seems kind of pointless, but whatever.

The OP is asking how to do it thru eBay, I gave a suggestion, what's yours?
I know all about PayPal and other methods, but that was not the question.

I'm just asking what's the point of the buyer marking the item as received? This doesn't accomplish anything.
And since you asked, my suggestion is to do it any way other than the way you suggested, because by your method, the seller pays FVFs on one item twice.

It does to me for the records, I am not here to argue with you, just move on.

Apparently that is why you're here.

You do realize they would not pay twice in this instance? The original fees were refunded when the purchase was returned for not arriving.
And for a member with a lot of posts, you seem to be aggressively angry posting today... Is something wrong? You appear to be snapping at everyone or trying to be a bit... Harsh to them. Not the first thread I have noticed this in. Just concerned is all. Breathe.

Wrong, the seller didn't pay fees on the INR case, and eBay is still entitled to their fee regardless of the other method they choose, and that's why eBay doesn't let you share emails thru their messaging.

Thanks for your concern.

Hello. If the seller ships w/o tracking, then the buyer has an option to mark an item as received. Comes in handy for folks who sell lower priced items that ship in little envelopes.
