is there a way to clear the send offers list? i do not want to send offers to everybody on the list.

I use it a lot and get a lot of sales. But, the only way I know to 'clear' it is to end listing and Sell Similar'. That will do it.

I send out 5 percent offers on the things I don't really want to discount in order to clear the list.

I went into my active listings and took a look see and my guess is that it is tied to the Watchers list. I also poked around in the Send Offers to see if there was something in there for a "Click Off." I couldn't find anything.
I've honestly just ignored it as at least on my settings I do not get blasted with any sort of reminders to send an offer because I have a watcher.
My feeling is if I have a watcher, they might be following doing a price track, curiosity, future purpose, or some other reason. I have Best Offer enabled and if they get to the point they want to buy and want to send ME an offer....they are sure welcome to.

Mike, it has been my experience that the "my watchers are competitors spying on me" theory is both nothing to worry about and largely unlikely. Most sellers just don't have enough listings in one category to even register on the radar of their real competition in said category. In most categories there will be hundreds if not thousands of sellers who have 50 or 100 listings in the category, and no one is trying to keep track of that.
However a large number of watchers are competitors doing something else. They don't care about your price or anything else, your item was just the first one to come up when they searched for an item they had or were about to buy for resale and they watched it so they could get to it quickly later to hit that sell similar button. I have my wife do that whenever she researches any of the glass she buys and I do it at the Goodwill Outlet so I don't have to identify things a second time. People do that because the ebay phone app isn't a proper web-browser with a bookmark feature, so watching is the only way to bookmark something.

*I* as a competitor have followed other competitors stuff just to see if it sells or to keep a price check in mind or some other obscure reason. And I might follow something for months....and I might never buy it. About once a year I might go in and clean out my Watch list.
Yeah...been there. Done that.
At the end of the day, I like the watcher numbers I get in my listings....I just don't do anything with them.
