Hello ; first sorry for my poor English
i sell regulary same kind of items thant this member ,
if you check the content of his ad ; he offer hundreds of items whit possibility to buy out of eBay , it is correct to do that ? because i report many of this ads but eBay dont do Nothing ; me i m sure if i do the same my auctions will be cancelled …. how it is that possible ?

That is not allowed to advertise his web site in a listing someone at eBay needs to get him to remove the web site info from his listings. Its not allowed to take sales away from eBay. Keep reporting the sellers ads.

Yes, he sure does offer off-site, emphasizing discount rates that way. I've never seen that so obviously stated in a listing. Strange
OP, his listing will probably be gone shortly (or minus the external link). Enough members report it, and it will come to Ebay's attention.

thanks for your reply , they are minimum 4 mounths i see that on 100% of ads from this member , reported lot of ads but nothings happen from eBay . sometimes i thinks the rules arent the same for everibody ...

So I can't say this is what happened in your case, but sometimes if you sell in the same category, it can appear to Ebay that you have ulterior motives for making a report (to get a competitor in trouble, ect). I tell you this as an explanation of why action may not have been taken already. However, don't worry about having reported it.
I reported it myself, because there is NO confusion about the external link. Sometimes sellers do get away with minor infractions; there are a huge amount of new listings daily, making it nearly impossible for Ebay to keep up with them all. But in this case, Ebay loses money if sales are taken off-site; they don't want it to be happening either. So at the very least they will require the removal of the external link.

As others have said, no, it is not. It is against Ebay policy.
As others have reported it, either the listing will be removed or the seller will be asked to remove the link.
I can confirm that Ebay may disregard complaints from a competitor as there are some that would use that to eliminate their competition.
