The final value fees with a basic store are 2.5 - 15.00% so having fees at 13.25% is accurate.
You only have one listing showing.. seems you are paying for a store when you really don't need to.
Your store is up, why would you shoot yourself in the foot by cancelling orders? You made the sales, if you cancel you will get defects for cancellation because the only true option would be for Out of stock. There is also the chance your buyer won't repurchase, if they do you will still have 13.25% in final value fees plus 40 cents per transaction anyway.

So do I need to sign up again now, and cancel all my orders, and ask the buyers to repurchase again?

Don't cancel any sales already made because of a percent or 2, fulfill all orders received or you'll be out of business. You can look at your settings after you ship the items and may be end your items until you figure it out, but a percent or 2 is really not much to panic.

Well it was on a $2000 sale, and buyer's location was in japan, and needs to change that while he is in the states visiting. Also he asked me to the hotel Marriott Marquis he is staying in . So I cancelled it, relisting with proper seller account, contacting them, and having them make the proper changes.
Its interesting that my 2 sales this week have been people whos locations on profile are not in the US, and I have to have them re order.
