You have to start selling before they'll increase your limits.
With your shipping prices, you'll have a hard time competing with dollar stores that are on almost every street corner.

Yes, your shipping fees are 10-30 times or more what the item is worth.

Right now, there is no way to get your limits adjusted because that requires successful sales happen first. You must prove to eBay that you are an upstanding seller able to manage your listings. This will usually take several months of effort.
So now is the time to learn the eBay “ropes” and study policies and procedures about selling on eBay. Good luck and wish you much success.

Because your shipping costs are so high, you are going to have an uphill battle in garnishing sales. Take for instance the aquarium pebbles. For two packets weighing 500g each, i see a shipping cost for $52.49. The item price is $10.12. No one is going to pay a total of $62.61 for a common item easily acquired locally. I found the same item on eBay for $11.99 with free shipping, see screenshot below. And that item will also best you on shipping time.
I hate to rain on your parade, but want to raise your awareness of the reality you are facing. There are over 50 listings for “White aquarium rocks glow in the dark” just like yours, and every one of them can beat you on price and shipping time. There are over 2100 listings for “white aquarium rocks”. How will your listing attract buyers when the competition is so fierce ?
