This is a public forum and no one here can help you.

Your account must be restricted for selling and NOT buying. 

Please approach a Qualified accountant and Bank in Sri Lanka and they will be able to help you meet your governments requirements and this will then enable you to meet eBay's requirements to sell.

We cannot fix your situation.  Unfortunately, you need to research with your Govt your ability to legally participate in e-commerce. 

Did you to try to circumvent Managed Payments and Payoneer?  If approved to sell, do you have a viable business plan to sell on this site?

Good luck to you.  Online sales for your region have many complexities.  It would be best if you embraced your constraints to set up accounts properly and legally.

You have to register as a business in Sri Lanka if you want to sell.  Sri Lanka is no different than any other country and wants to know who's making money and owes taxes.
