if I block a buyer who sent offer, can he still make offers on that item?

I know that once blocked, a buyer can't make offers on future items, but can he continue making offers on the initial item? I ask for clarification because I did respond to his first offer (which I declined) and message. I guess I'm not quite sure of the finer points of blocking a buyer. thanks for guidance!!!

I believe that once you block a user, if that user then attempts to bid or make an offer, the user receives an error message: "The seller isn't accepting bids or offers from you."

If you have an ongoing transaction with that user, the user will still be able to contact you regarding that transaction; if you reply to a previous message, I believe the user is permitted to respond in some cases.
