i am unable to list my first item

Hello, i am unable to list my first item .after click submit i see page "Reqest for higher selling limit" but i am not selling any item or no item is listed so far .i still receive error .can anyone help me

You are located in the Ukraine.  Buying and selling was suspended for the Ukraine and Russia several months ago by Ebay. 

I'm not sure if that suspension has been lifted by ebay as I have seen some sellers from the Ukraine who are still selling, but for now this is the info I have at hand to your question.  Hope you are safe and out of harms way.
