any ideas for how to submit this to ebay where the concept will actually looked at for implementation?

suggestion for ebay app change for "local pickup transactions":
this suggestion lets ebay remain in complete control of "local pickup" transactions, both confirmed payment of listing amount and receipt of item by buyer.
-- upon "ebay purchase" thru the checkout, ebay adds option for "buyer to pay on pickup" and buyer checks it and acknowledges. (or whatever method ebay currently uses just modified to initiate sending of confirmation codes to buyer and seller.)
-- ebay sends a message to both buyer and seller with "confirmation codes"
-- seller sets up meet with buyer and the "product/item"
-- seller logs into ebay phone app and inputs his code to acknowledge payment.
-- buyer logs into ebay phone app and inputs his code to acknowledge receipt.
-- ebay gets their fee tithes and seller gets his money, buyer gets his merchandise.
i see no way if these steps are taken that buyer can file a dispute or return. nor conduct fraud scam as he sees/tests item before acknowledging receipt.
everyone's happy.
-- there is no doubt then of delivery or payment amount (cash or online).
-- buyer would not take possession of 'crud/bad/inad' product.
-- nor would seller allow buyer to 'pick up' the item without payment.
-- ebay knows by the input codes that item was picked up and paid for so they can take their percentage fee 'tithe'.
-- there would be NO grounds for any kind of a dispute then.
-- there would be NO grounds for neutral or negative feedback then.

it wouldn't matter if payment was cash, check, online payment, credit card ... or even a knock on the head ... as long as seller confirms payment with his confirmation code, ebay would process it as a complete transaction.

the message from ebay to the buyer with the acceptance code can stipulate all the pertinent information such as:
'when you use this code for acceptance/delivery, it also confirms the item is working and accepted 'as is'; and confirms that the item meets all of your expectations and you are fully satisfied.'
a statement such as that, confirmed by the buyer when they use the confirmation code, accepts the item fully as meeting all their expectations and their full responsibility from that point on.

As is doesn't fly with Ebay, if buyer later claims there is something wrong, buyer will get their money back.

Yes, I was told a snad with a pick up item is decided on a case by case basis..it has been done.

even if that is the case, changing the app will definitely help minimize local pickup scams and claims, even preclude some claims from even being submitted.

there is another post on here where several possibilities for scam are being discussed which made me think some about it and how to remove the possibilities, at least a major majority of them. but i started this one to find out how to submit suggestion to someone that would actually think about it and the feasibility of implementation. and we are veering off course.

Wow that thread is hardly about a scam, the buyer wants to pay cash on pick up, which is the way it should be done, and for some reason the seller was nervous about that, wanted to be paid thru PP first.ive had several pricey pick up,items sold with no problems, not saying it cant happen occasionally, it probably does. But Ive certainly never seen a seller on the boards complain about pick up only scam. I just dont see Ebay ever agreeing to a
as is' app that doesnt allow a snad complaint when the buyer got the item home.Ebay doesnt like 'as is'.

There is no scam on that thread, Just a huge amount of paranoia and a complete outlier given that 99.9% of sellers WANT to be paid in cash at pick-up while the OP of that thread for some unknown and inexplicable reason wants to get paid by PayPal.

paid in cash at pick-up. which the suggestion takes into account and allows for. also the thread i listed i said was thought provoking ...
