Hi. I just got an offer for my item , and later a retraction. I want to message the buyer but I only have the ID. And I am trying to find them but can’t . Please help. Thanks

Right. What I was referring to previously did not involve typing that buyer's ID into the eBay Search window.
I meant that once you're on your own feedback page, you should then look to the very top of your screen, to the address window of your browser, where it shows you what web page address you're looking at. Part of the address of your feedback page includes your own ID. You can then click on that address line where your ID is showing, delete your ID (nothing else), and type in the buyer's ID in its place. (Don't change anything else on that address line.) Hit Enter, and you'll jump to their feedback page.

Now, once you're there, you will see that at the top of your browser window, in its address line. Just edit your ID off the end of it, type in your buyer's ID in its place, and hit Enter.

yes I have the ID. But how can I message them? If I go to Manage offers I get no info. It says 0 offers

Did you get an eBay message with the offer? If so, go into your inbox, find the offer message from your buyer, and then respond through the eBay message system.

I noticed yesterday that we can no longer look up a user by their ID. I don't know when this changed and I am not happy about it. Why would ebay take away our ability to look up a user?

As noted above, they may have done you a favor by bailing out; I don't see any reason to chase them.
If you want to contact them anyway, the quickest way to do that is probably to look up your own feedback, then replace your ID with theirs in your browser's address window, and hit Enter. That should bring up their feedback page (which may in fact have some interesting comments from other sellers in it, as well as an opportunity to see what feedback that buyer has left for others), and then you can click the Contact Member link there.

I agree with A C. They retracted. If they want to buy your item, they can see the re listed item and act accordingly.

If you have the buyers ID you can search for that. Next to their name will be their feedback score. Click on that and it will bring up their feedback page. In the upper right corner of that page will be a link that says “contact member”. Click that. You then have the option of clicking either the item in question, or a button that says “this is not about an item”. Click that and you can then send a message.

if you do the advanced search for seller it will bring up whatever that ID is selling - and if they are not selling anything it still shows the ID with the feedback rating, and 0 listings.
Click on the feedback rating. Click on Contact Member to the right on the page.

We can still do it on ebay UK, so perhaps try it that way to send a message..
Advanced search, then click on by bidder, then enter the user ID.
