Shipped an item that got hung up in mail ,buyer wanted refund so I refunded and the next day he received it and he msg me he would refund and leave + feedback but never happened. how should i proceed, thank you

Never send a refund unless there is an item not received case pending. In your case, you are 100% out the money unless the buyer comes through.

Unfortunately, in this circumstance, the buyer is under no obligation to send you a refund.

If you buyer is willing to repay........
Give them your PayPal address (or Venmo or ????) or ask them for theirs and send them an invoice.
Or
Create a new listing on eBay and have them purchase. This is actually the best "legal" way as eBay will get their fees again which were presumably refunded to you when you refunded the buyer. You can mark that order manually as shipped.

Nothing you can do. Some buyers will try to get a refund before item is delivered. I always prefer buyer to open a claim before a refund. The only thing you can do is block them from future purchases.

Have you provided them a way to pay you back?
Ask for the Pay Pal email and send them an invoice through there.

He can't repay through eBay. You'll have to give him your PayPal email, or go through Venmo, ZELLE, etc.

If your item(s) include tracking you should never refund a buyer as long as the item shows its on the way.
