hello,
when you try to list different storage capacities you get a message from eBay telling you that it isn't possible in this category.
however, when I search for any storage device, every product comes with the option to choose.
what am I missing?

I am trying to list an hard drive in the "Computers/Tablets & Networking > Drives, Storage & Blank Media > Hard Drives (HDD, SSD & NAS) > External Hard Disk Drives"
I also tried to list an item in the "Computers/Tablets & Networking > Drives, Storage & Blank Media > Other Drives, Storage & Media".
no success in there either...
eBay is not allowing variations in those categories ... doesn't make sense, I know ... but this is eBay.
Where are you seeing a listing in these categories that has a variation?

There are three reasons why you might be restricted from a variation listing:
- If you are trying "sell similar" from an item that is not a variation listing, then your listing will not have the option to do a variation.
- If you are trying to do an auction, then you cannot do a variation.
- If you are trying to edit an item that was originally created without a variation, then you cannot change it to a variation listing.
I've also heard (but not personally noticed) that some categories on eBay will not allow variation listings. If this is what you are experiencing, then post the category that you are trying to create a listing in, and I or someone else can test it to see if the variation will work in that category. But, I doubt a category hosting "storage drives" would be restricted from variations.

@orangehoundgave you correct info. You need to start out with a new listing using the advanced listing form. The variations section is right below the title area.
Good Luck Selling!
