I just recently sold an item via buy-out, but the buyer told me they were having issues with PayPal when they tried to complete the payment for the purchase of the item. I have been in constant contact with the buyer and they've explained to me they are having issues with PayPal. They said PayPal put limitations on their account but then shortly after received an email that read their account was restored. However, they still cant purchase via PayPal. I don't think it's an issue on my end, because I had just received payment via PayPal for something else on the same day. How long should I wait for them? I've also had limitations on my account in the past and I understand it can sometimes take several business days for it to be fully restored and used to make purchases again. Will I get my money back for the final value fees if I cancel or should I file an unpaid item case? What's the maximum amount of time I have to file an unpaid item case or to cancel so I don't lose money from the final value fees?

I beleive it is 30 days from date of purchase to file for UPI. If you cancel make sure you use customer request IF they do agree to cancel . If you choose out of stock you will get a defect.
You will get all of your FVF back from E bay

IMHO if the buyer has not paid, you should file an unpaid item case.
If the buyer is having trouble with his paypal account, he should look into paying without using his paypal account:

I think it is 30 days form purchase date.
