a dispute was opened by my buyer and he returned an item that was different than the one he purchased. How can I talk to someone at ebay?

Facebook is usually the best way to contact ebay.
But in your situation, there is no need to contact ebay.
Your word against the buyer.
Ebay will always side with the buyer.
I would just refund the buyer and be done with it.

With your "no returns" policy you don't have any seller protections. This is for the $10 hats? Report the buyer, add them to your blocked list, refund through the return, then move on.
