I have several items listed as a buy it now and a starting price. Instead, how do I change the listing to a buy it now and accept offers without a starting price in the listing?

End the auction listing if it has no bids and then relist using sell similar and list it as a fixed priced listing. You have the option of either allowing best offers or price it on the higher side of the trading range and send offers to watchers. I have not found any difference between those two options and so usually only allow the best offer option on the higher priced items where I have more wiggle room in pricing.

This isn't clear. Do you mean that you have AUCTION listings when you say you have items "listed as buy it now with starting price"? Then you ask how to change the listing to "buy it now" with the make offer option but "no starting price". Are you trying to change an auction listing to BIN listing? You can't have a BIN listing without a starting price. If you want to accept offers on a BIN listing, from Seller Hub, Active Listings, scroll to the listing you want to edit. Use the pull down menu on the left. You can add the Make Offer option there. You can also edit the starting price by hovering over the current price and changing it. Raise the starting price if you want to add the Make Offer option. It's simple and quick from SH if that's all you need to do. The Make Offer option is for buyers to offer you LESS than your starting price, not "bid it up" like in an auction. Anyway, I'm trying to help, but am not completely clear from your wording what is needed.
