Have you already listed (and sold) the usual 5-10 listings that new sellers have?

eBay sets a limit for the number of listings you can post and a limit for the amount you can set for the price of the items you list.
eBay evaluates your sales and listings every 30 days. If you are doing well, eBay may increase the # of listings or the amount of your item price limits.

You need to start selling items without any problems before they'll raise your limits.

ebay is going to want to see a history of shipping and online tracking
stay away from the cancel button unless you know exactly what its for
ebay recommends a maximum of 2 days handling time
offering returns is another thing ebay likes
