@gezaya - @luckythewinner is correct, it is an invitation only program.
eBay has category managers that reach out to sellers within particular verticals that fit the seller and product profiles they are looking to include in that program.
Really the only thing you can do is work to be an outstanding seller in your category with high quality in demand products at competitive "best on the web" pricing. If they want your stuff in Deals, they'll contact you - if not, you'll probably still do alright any way just by doing all of those things. 😊
