Have you clicked the link to have eBay call you?? They are the only ones that will be able to answer you.  We are just eBay users like you, there are no eBay employees here.

Same issue here. Each time I click to get a call I get the following message:

You are both outside the US......so the sign up experience may be different in the Ukraine and Moldava.......  I would ask on one of the EU boards......the UK/Germany..  It may be you are trying to register here, but need to register on one of the other sites...
