some buyers can't buy they say that they got restricted, but i didn't put any restriction

Are you sure?  You might have done it inadvertently.

 

Do you block those from other countries

Do you block those with 2 or more unpaid strikes

 

What is the reason given when they try to buy from you?

You may have the automatic Block against bidders with two or more Unpaid Items.

Do you want to deal with a known deadbeat?

You may not have given a shipping price to their location. Usually these are for overseas customers, but you can refuse to ship to the Armed Forces (APO addresses) and to offshore states or territories.

You may have set your Paypal account to refuse non-US payments.  PP charges a 1.5% premium on such payments.

You may have set a Block against buyers who do not have active PP accounts.  This may no longer work since eBay started allowing Guest purchases, which are processed by PP.

 

You can look for these under Seller Preferences-> Buyer Requirements.

I think you can check your Buyer Requirement activity log and it will show you the id and the reason why?

The PP block has been removed.

Most likely they got caught in one of your automatic blocks.

 

They are working as intended.
