I had a package shown as delivered, but it wasn't delivered here. I contacted the local post office and they checked the tracking number and said that it had been used more than once and my delivery was a complete scam

Have USPS send you a letter stating that.

File an Item Not Received case on Ebay which will probably be closed since tracking shows it was delivered.

Once you receive the letter from USPS, use it to appeal the Ebay case.

I know Vegas has a 'black book' where some players are not allowed in some casinos for reasons.

But I didn't know a post office has some type of a book with tracking number problems.

When I look at tracking from day to day its states where it is heading to in a city and state.

And also day of delivery and usually the time of the day of delivery.

We assume the package was delivered in Fulton, Missouri with a population of 12,000+ people where one can watch tracking by the day. 

And this seller was doing a scam. Did you check the seller's feedbacks?

I find it hard to use a tracking number over and over unless you never checked the tracking number from the first day.
