When your account is approved by Payoneer and then by Ebay.  It can take up to 30 days to be approved by Ebay due to so many people from Sri Lanka signing up to sell and they are back logged.

While you wait, attend the Ebay academy.  This can teach you the proper way to be good and trusted seller on ebay:

Thank you for updating your location.  It is hard to give advice if your Ebay account is not properly set up.  Changing your ID name isn't going to change your status.  Ebay knows who you are.  Wait for Ebay tell you it's okay to sell and don't try to list until the permission to sell has been granted.    

Read up on policies and rules as well.  Many sellers from SL ignore the rules and their accounts wind up being suspended because they chose to ignore.

Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
