i waited 7 days auctioning off my millwaukee impact last week. super excited realy looking forward to the extra money and the *** that won still hasnt sent my payment. usualy when i won an auction i made a payment within a couple hours out of respect but i guess that's just me

So you were unaware that, unless you list with immediate payment required, your buyer has 4 days to pay. So you called a buyer a name when he's done nothing wrong. You'd better be hoping he doesn't read the Boards and see what you wrote.
Also, speaking of reading, you might do a little bit more about how selling on eBay works. When you won an auction, you paid immediately. Good for you. He won on the 17th and has not yet paid. He handles paying differently than you do.

He has 2 more days to pay. If I were the buyer and saw you called me a bad name I wouldn't want to complete the transaction and I would take the unpaid hit.
You only have one feedback for selling and even if he pays you won't get the payment for 14 to 30 days.

You sold it on the 17th and it hasn't even been 48 hours since the auction ended!

It has not even been 48 hours and it was over the weekend. If you plan to continue to sell on bay you will have to exercise patients, especially when Ebay puts your money on hold even after the buyer pays.

Not only does he have four days (96 hours) to pay, but as a new/occasional seller,eBay will Hold the payment for 30 days against successful completion before transferring the payment to your checking account.
And as an occasional seller, do you have your Managed Payments account set up yet? Without that eBay cannot pay you at all.
You need to supply your SSN and access to a checking account in an American bank.
For some reason, eBay does not insist on having a usable MP account before a newbie uploads their listings.

As others have posted, this buyer person has 4 days to pay, but what you need to go ahead and prep for is to.................. 96 hours, and 1 second after the auction ended ....................... is to go ahead with cancelling the sale with the reason "buyer did not pay". That option will become available. You will then be able to relist if desired.
I make this prediction based upon the fact that the bid was placed just a few minutes before the auction ended. Sort of suggests that the bidder would have been available to pay at the end.eBay notified them of the win.
There are exceptions.
May have been away from home, and placed the bid, but does not want to pay until home to make a "secure" payment. May still be away.
May have placed the bid 16-17 minutes before auction end as they had to go somewhere, and would not be there at auction end. May not yet be back.
May have been a "snipe bid auto placed by a paid service", but the lag time between bid, and end of auction does not really support that theory.
My money is on the ............................... "they are not going to pay" theory.
It happens. We deal with it, or we stress about it.

Oh, and as no one has cautioned you just yet... know that the 96-hour payment window begins with every invoice you send, so don't send one.

Are we sure that's still the case? I know it was how it worked when the process was first rolled out, but check out what the help page says now:
After a buyer wins or commits to buy an item, we send emails reminding them to pay for the order. If they still haven’t paid, you can send them an invoice as an additional reminder.
Here’s how to send an invoice to a buyer:
If the buyer still hasn't paid after you've sent the invoice, and it's been more than 4 calendar days since the listing ended, cancel the order by selecting the Cancel order button below and choosing Buyer hasn't paid in the drop down menu.
That looks to me like sending a reminder invoice does not reset the cancellation clock anymore.

I hadn't read that page lately. I find "since the listing ended" interesting... So, could one send an invoice 3 1/2 days after the listing ended, but still cancel on Day 5 after the listing ended? I'd be afraid to count on it, but I would love to hear from a seller with recent experience.
And another question is the next line from the Help pages, "If you've sent a combined invoice, you'll be able to cancel the order 4 or more days after the date the invoice was sent to the buyer." So, is there a difference between a combined invoice and another type of invoice... say for the sale of one item?

Here's my take on it, based solely on the "help" page (and I use that word quite wrongly).
I'd tag a blue for clarification, but I've had really unsatisfactory experiences with that option lately.
Maybe @valueaddedresource or @lacemaker3 or @nobody*s_perfect might know the answer.

I share your interpretation and also your uncertainty about its accuracy.
Verification should be pretty easy to test via first hand experience: Next time one of us has an unpaid item, wait 24 hours, send an invoice, then see if the option to cancel based on "hasn't paid" shows up after 96 hours.
