I can't leave feedbacks for my buyers. Not for all. If any buyer buy more than 1 different items, I can't leave feedback for them. But if someone buy only one item, I can leave feedback to him. Why is that?
"We ran into a problem saving your feedback. Please close the page and try again.
This is the error message what eBay created when I leave a feedback for a buyer who buy more than 1 different item.

Since you don't have a legal way to accept payments, don't know what you're doing selling here.

OP has PayPal through payoneer so they do have a legal way to accept payments.

Incorrect - from Brian @ eBay
Hi just to clarify - Payoneer is not a payment option, but it is the payout option for sellers in areas not serviced by Adyen.
Members will not need to change site registration in order to register to have their payments managed by eBay, they just need to make sure that their registration information matches their verification information (name and address on bank account, etc). As long as that is correct they should use the links within the email notification to register and our system will take care of the rest
And > from me >
If / when your government allows you to accept incoming foreign funds into your bank, you can enrol as a seller and provide bank details and proof of identity to eBay when they request it and they will put you into managed payments, without this you will still not be able to be paid. Just having a Payoneer account is not going to help you as Payoneer is simply the money processor eBay uses to transfer money to your bank account and does not work the way Paypal did to pass funds on to you

The sooner people stop trying to equate Payoneer with Paypal, the better understood the system will be.

See this thread for some possible workarounds involving an alternative method of leaving feedback:
