I am unable to list my first product on ebay.com

it is giving me this error.
"To maintain a safe trading environment, eBay places limits on the number of categories sellers can list in. Currently, you do not have required permission to sell in this category.
.
The category I've chosen to list product is:

I have never been restricted on the number of categories I was able to list in. This one sounds like something you may need to contact eBay for. Maybe another one of their infamous technical glitches. Suggest contacting them through Facebook. If you scroll to the bottom of this page it will walk you through the process of contacting them.

When I first started, there were a few categories that I would get that message.
After a couple months, I was able to list in those categories without any problems.

I guess I just got lucky. Given the category the OP noted she could not list under that seems like it would be a strange one to be limited in. Electronics, precious metals, coins I could maybe understand but clothing??

You are in India.............have you completed all the seller information requirements? I believe you would have to use Payoneer........is that successfully connected to your ebay account?

yes, i have completed all the necessary steps including account approved by payoneeer.. i got message from ebay that now my account is ready to sell...they ask me to list my item....but. i guess they are good in sarcasm.
and ebay support team is worse.

acording to ebay support team they told me I don't have allowance. what doe this mean?
"Upon checking here, you don't have enough selling allowance"

The clothing category does seem a little odd to be restricted from.
Maybe it was the item they were trying to list?

They are telling you that they have set you up with a 5 item monthly listing limit and a $250 monthly total selling limit...... After 30 days you can request an increase.........I will note that usually they don't give an increase until you've sold more than a few things........

Are the graphics on the t shirts you make your own design? Have you consulted an attorney and established the copyright for your own designs? Please do that.
You won't be able to list in certain categories until you've been selling 90 days. One of those categories is men's & women's clothing.
You'll have to wait 90 days after your first sale until you can list the shirts.
