Can an ebay business operator transfer ownership of his business, listings, and inventory to another person?

You are free to give away your inventory to anyone you want, that's about it.  You are the business and feedback rating.  It's not anything that can be transferred or sold.   It's something you personally earned.

Not a perfect comparison but transferring it would be akin to paying someone to do your jail time.

No, you can't sell or transfer your eBay account. 
You can do what you want with inventory. But not your eBay account.

As others have said, eBay does not allow the sale of accounts, probably because this really involves a transfer of the seller's reputation which gives the new owner a step up on the competition.

 

There are third party tools that can help you transfer listings from one account to another. eBay used to have one called TurboLister, but they shamefully discontinued it and claimed they would replace its functionality (but did not).

No, your account is tied to you SS# and checking account#.   Your friend would need to open their own EBAY account (so the tax liability goes to him).
