ebay accuses me of lying, gets fact checked, ebay zero accountability word salads ensue

To the point version:

 

Day One:

1) contacted ebay regarding combining multiple purchases from the same buyer via ebay international shipping.

2) ebay representative directed me to the page on how to print and void shipping labels - not at all helpful.

3) follow-up ebay representative apologizes for original representative being clueless but also fails to address combining the international shipment.

Day Two:

4) contact ebay again regarding issue from (1), during this time the representative stated with zero ambiguity that ebay never sent me an email regarding the ebay international shipping program.

5) I stated also with zero ambiguity that I did, "I'm reading it right now."

6) ebay response copied verbatim, "you did not receive any email related to eBay International Shipping on 30th November." and that I was making it up; sends me a link to provide a screen shot and that he required proof.

7) I provided screen shot.

8 ) ebay provides zero apology - either on chat, or on 45min phone call.

9) ebay still has not addressed the original inquiry regarding international shipping.

 

This is what ebay fees pay for.

And my buyer will pay more for two separate parcels instead of one. 

This is why my buying and selling on ebay accounts for less than 2% of my annual buying and selling.

Why would I do any more if this is what I'm paying for?  To get zero help on an ebay-caused problem and then accused of being a liar on top of it?

Combined shipping via EIS is being phased in. If you have not received a notice of this change it means you are not part of this long awaited improvement.

eBay recently rolled out combined shipping for EIS. It is automatically combined.

If your buyer bought and paid for each item separately then you ship separately. You won’t be able to combine as each item has its own evtn number for the shipping hub to print out international labels and customs forms. 
Or you can list all items your buyer wants into one listing. You would need to cancel original order. 
Or 
You can cancel the orders so your buyer can reorder so all items gets combined into one payment. 

You would need to have clear communication with your buyer first before you cancel anything.

Though I do not know if it affects Buyers that are not US based, you may have to turn off the preferences eBay awarded to you that serve to prohibit combining items for one shipping price.   Since you use the "best offer" feature, know that the preferences you have set (given to you by eBay in the default to YES)  will limit the payment choices for buyers, and prohibit combining multiple items for a reduced shipping though an invoice.  eBay is tweaking it a bit since it seemed to run off buyers that DO pay as well. 

Maybe we should ask an eBay "blue" (staff member) to let us know if those preferences will be applied to EIS purchases as well, rendering combined shipping/invoicing NOT AVAILABLE.

Will these buyer requirements prevent invoicing for combined shipping when a US seller uses EIS?  or is that just for sales within the US?

Seller is using UPS...isn't that different than EIS?

Only EIS allows it as far I understand all the lingo language for combined shipping International.

Kind of renders less competition by only allowing EIS and not others.

Yes, they are different.  the OP is asking for information about EIS (aka eBay International Shipping) which has replaced the Global Shipping Program and the other one that eBay offered, the name of which escapes me at the moment.  The seller may still use UPS to ship to the 'ebay hub'  used for EIS, and/or sales within the US. 

The question at hand seems to be related to "NOT ALL eBAY SELLERS THAT USE EIS ARE ALLOWED TO USE THE NEW COMBINED SHIPPING PROGRAM YET".

eBay mentioned about a week ago everyone can now do EIS combine shipping International from what I read.

That was a post that I saw by eBay...not a personal email.

The problem might be a seller using different shippings for different items. Or the seller opt-out of EIS like I did a while back.

It was a general information on EIS posted with other postings here. eBay doesn't send a personal email about something like EIS.

Not sure what the big deal is...seller refunds buyer any excess shipping charge after the purchases.

     The big deal is the seller only controls and receives the shipping payment for part of the package journey. While the seller receives the funding from the buyer to cover the domestic leg of the shipment to the EIS hub and can refund any excess, which there may not be if they cannot combine the shipping to the hub, EIS is the one that bills and collects the shipping funds from the buyer to cover the international leg. The seller has no control over those funds and no method to refund any excess.
