Do I need to list this as a shipping option in my listings or will this pop up when the individual pays for the item.

On two separate occasions when I showed that option it allowed an individual to use it when there was more than three cards or the price was greater than $20.00.

You are supposed to list it as an option when you create the listing.

I'm not sure I understand about the two situations you mention: did the listing include more than 3 cards? Was it priced above $20?

Both items were auctions. One the buyer bought four cards combined to many. The other the buyer bought 1 card over $20.00 threshold. Ebay both transactions to go through.
