One particular eBayer likes to send harassing "questions" which I ignore. This probably annoys him more than me because he does it only to try to get a reaction from me. But still annoying to me nonetheless. The user is blocked from bidding. Question: Why are they not blocked from viewing my listings as well?

There is an option check box in your seller preferences to prevent blocked buyers from messaging you. It is not a perfect solution because it takes 30 days before acting on someone who has already communicated with you. It may also not block them from hitting the Contact Buyer link on your feedback page. Not sure about that.
Go here and scroll down to the slide switch setting for Dont Allow blocked buyers to contact me:

From this question, I gather that the person is sending the questions through the "Contact seller" link in your listings. You can prevent that. You said the user is blocked. At https://www.ebay.com/bmgt/buyerrequirements scroll to the bottom and turn on the "Don't allow blocked buyers to contact me" option.
What that does is hide the link in your listings from the blocked buyer. S/He can still contact you through the "Contact member" link on your feedback page, but maybe they won't know that.

Once you engage the user in dialogue, as the OP obviously has, all of this goes out the window.

No, they can just keep replying to the same message as far as I know. "OK so I have a question about unrelated item xxxxxxxxxxx"
Its up to you to stop replying in order for the 30-day clock to start. After a period of time (which I THINK was said to be 30 days but cannot find that stated in print yet) they will be blocked from further messages reaching you.
I am not positive about how effective that check box is but you should at least use it and see.
