selling collectible cards using eBay standard envelope - does $20 limit include shipping charge?

For example, can I see a card for $20 and also charge $2 shipping?

Looks to me like value is irrelevant, the $20 is the included amount of insurance coverage, $20 for a single Item, $50 for a multiple item shipment.
