I have an item I want to list on eBay.
I only want to list this specific item internationally, I don't want it to show up on domestic listings. Is that possible?
This is only for a handful of listing, for my other listings I just list them as both domestic and international.

If you want non-USA shipping you need to list on another eBay site (Canada, UK, etc). You will need to provide a rate for domestic shipping for that site.
If you list on dot com you must provided shipping to the United States (48 lower states).
On the other sites you can exclude USA and not offer a USA shipping rate.

The question is why would worry about where your item goes ? It would be totally counterproductive, you've lost 80% of possible buyers.

Honestly trying to figure out why you would want to do this. You are almost setting yourself up as a drop shipper. I believe you would need a separate eBay account on one of the international sites and have to go through all the hoops of setting up that account in addition to anything special you may have to do if it is a MP account.
Also not exactly sure what this would mean from a tax perspective, no ours but the country you set the account up in. You may want to check on all of these things before you proceed.

You can only be registered in the country you are in, and you deal with the tax implications of that country (and MP, bank account, and all that). You can log into any eBay site (most of them anyway) and LIST your item. As long as you provide shipping to the country you are listing in, you are good to go.
I'm in Canada and everything I do is on the US site, including the location of my store. For MP registration they required a bank account in Canada.

One reason I can think of for some types of things I sell is that some things are illegal to sell in the US, especially California, but perfectly legal in many, if not most, other countries.

One way I have kinda done this in the past is make shipping rates outrageously high for the US but normal/reasonable for other countries.
