Since May, my account has been subject to restrictions.
My payments are frozen for a month, and each month I can only list fewer items, even though I pay the $59.99 fee every month.
Before that I advertised more than 1000 items, last month I could only advertise just over 500 items.
Now I can only advertise a little over 300 items.
The way it's going, soon I'll only be able to advertise 100 items per month, even if I pay this fee in the store.
I think eBay wants to expel older sellers, because after 24 years here I never imagined I would go through this unpleasant situation.

You are held to certain seller limits.
I don't think getting/having a store changes that.

Also looks like (per feedback) that you 'just' started up selling again (having 10,000+ sales but only a handful past 90 days in comparison....just give it time. The 'amount' you can list will increase each month.

Is your account Below Standard @good.sound.br ? That's often a reason eBay will continuously lower your listing limits.
Listing limits have nothing to do with a store subscription. I suggest looking into either ending the store subscription (there is an early termination fee), or downgrading your store subscription (again, there is an early termination fee for ending the Premium store).
If you downgrade instead of cancelling, go to a monthly Basic store, and if eBay lowers your limits again, you can cancel the store sub entirely until you bring your seller level and listing limits back up.
Check the terms of service for a chart that tells you how much the early termination fee is in relation to how many months remain on your annual subscription: https://pages.ebay.com/stores/subscriptionterms.html

Having a store subscription doesn't change your monthly selling limits. Until you are more established as a seller with steady sales your limit will increase. You can request an increase once every 30 days. Request selling limit increase

But if I pay $59.99 every month, can I not list more items?

That's not what's happening, last month I had 500 items announced.
This month it dropped to 300 items, each month is getting worse, but the $59.99 charged by the store every month does not reduce the amount charged.

Nope. Check the stores terms of service linked in my above post. It says, near the top, "NOTE: Selling limits on your account (as well as category and item limits) may prevent you from creating the maximum number of listings associated with your particular eBay Store subscription."

Hi, my account is above standard.
Even so, my payments are on hold, and each month unsold items are not renewed.
Thank you for your answer and help,
But I realize that people here on the forum respond more than the attendants themselves, I sent a message yesterday and so far no one has appeared.

No. Signing up for a Store subscription has no effect on your listing limits. Otherwise, that would be a huge loophole for bad sellers to take advantage of.
If you're paying $59.95 per month, that means you have a yearly subscription at the Premium level. As mentioned in another post, if you cancel or downgrade the subscription there will be an "early termination fee" based on how many months are left in your full-year commitment. That might be a worthwhile investment, since you can't make full use of the subscription. The Store terms of service agreement has a chart where you can look up what the penalty would be:

Yes, but they reduce the number of ads every month, it's obvious that I'm going to sell less and less.
Every time I request an increase in the sales limit I am refused.

I took a quick glance at your profile and see you posted back in May about the BBE (bad buyer experience) policy. That's why your account's listing limits are constantly decreasing.
This page tells you about the BBE policy and what you need to do:

Correct... this forum is composed of buyers and sellers. There will never be an eBay 'attendant', as they don't monitor here.
