I forgot to use the last quarter coupon for eBay Shipping Supplies $ 50 How can I  get the coupon back ?

You can't. It's a use it or lose it deal, but you have another for this quarter if that's any consolation.

As mentioned above, the coupons have an expiration date. Nothing you can do about "getting back" one that expired.

What I can suggest @ilianawzmanuel is setting up a calendar alert once per quarter, so you're less likely to forget in the future.
