Because you still have listings, eBay will likely allow the buyers to still pay. They are paying via PayPal, Visa, Master Card, or American Express to EBAY. Buyers can still pay eBay, but eBay is not going to give the money to you via Payoneer. That is the part that has been frozen by eBay.
You will have to find some other way to pay for shipping and pay your supplier because right now you can't use the money from any sales since you are not going to get any money. It would seem that eBay could prevent the buyers from purchasing, but eBay does not care and they have not done that. They are still going to get their fees from the payments even if you get nothing.
It is not your eBay account that has been restricted, it is your ability to get paid. They will let you list and sell all you want, but just not allow you to have the money.
Cancelling sales because you can't fulfil the orders is a serious policy violation with eBay. A seller that does it too much may lose their ability to sell altogether.
The people that are responding to you here are just buyers and sellers like yourself. Though most of us have heard of Vero issues for years, this is the first time a Vero issue involved preventing you from getting money that I have seen. This has implications for others if this is a new "Vero member power". I would say nobody knows at this point.
WE DO KNOW that if you cancel more than a few sales, you stand the chance of losing your eBay selling ability as well, and so advised you to END THE LISTINGS if you can't pay to ship them or pay your supplier.
Until someone with an appropriate legal background can view the details of the court case, we can only guess how this was "freezing your ability to get your money" was accomplished. In general, the plaintiff has a reputation of being some sort of 'trademark infringement bully' but seeks redress through the court system. It is not known at this point if they are holding the actual manufacturer accountable as well (highly unlikely) or simply those in the distribution chain such as yourself.
As others have been warned repeatedly here, drop shipping goods from China is often NOT a good business model for staying out of trouble. If the product was so wonderful and legal, they would be selling it on eBay themselves and not need you (to take the fall for them).
