This seemed like a great idea when I received the invitation. I just saw the very long list of sellers (687 of them) that are participating so, I am in very good company. Anybody know if this is a truly good opportunity?
The questions I have are the following:
1. They say my business will grow as a result. Are they hyper promoting our items? Promoting the sale off site?
2. Can I send out offers without them being combined with the 15% discount?
3. Are listing fees being drawn from the full-price, or the discounted price?
4. What is the intention behind these invitation only events?
I appreciate my co-sellers and eBays opinions on this topic.

Where did you see the list? I signed up but never heard from eBay to say it started.

You would have to define what you mean by "hyper promoting"
Are listing fees being drawn from the full-price, or the discounted price?
I think someone posted last week that the fees are calculated against the full price. What does eBay say about it in the promotion?

By hyper-promoting I mean showing us what they are capable of marketing wise. My listing impressions should sky rocket and consumers should see my products off site as well. I feel 15% should buy me that much.
I haven't found any info from eBay on the fees. That is why I am asking.

There was no link in the invite? I could have sworn someone posted here last week with the terms of the event, but I can't find the post now. I had assumed it was something that was linked from the invite.

I wouldn't expect my items to be shown "off site" unless the promotion stated that they would.
I feel 15% should buy me that much.
You are wise to ask. I never buy anything without checking to see exactly what I am buying.

The terms for these promotions are only available to the sellers who received the offer, so you should be able to access the terms yourself. Most of the responders here do not have access to them, but this thread has a screenshot that shows the terms for another very recent promotion, so your terms are probably much the same:
This explains how the fees are calculated (on the full price), and something else you should know: you will receive the buyer's full payment less fees and taxes, as usual, and eBay will invoice you later for the amount of the buyers' discounts from the coupon.
It also says, in the top right corner next to the "I Agree" button: "Please read the full page before clicking on "I Agree".

I signed up for this. It starts today and I have had five sales so far. As per promotion I am paid in full and any discounts billed later. HOWEVER, I do not have any indication any buyer thus far has used the promotion. I would think if they did I would be informed so as to prepare for the later charges to my account. Maybe no one has used the promotion yet and that is why I do not see anything but how will I know which sales will charge me the 15% at a later date. Thanks to who can answer.

I checked out one of your listings, and eBay showed how to use the coupon quite prominently ... so I would assume that all of your eligible listings that are sold during the promotion probably used the coupon.

Exactly. That's why I asked. None of the sales show any EVIDENCE. Do not like operating on ASSUMPTIONS.

Yes, this is a concern. The promotion does not show up as a coupon code on my promotions page. Nowhere does it say sold with coupon code SPLASH15. This makes me think eBay intends to take 15% off every sale. I have stopped sending offers just incase eBay wants to take an additional 15% off them which would cause me to lose money on the sale. If my sales increase exponentially, I will be thrilled to give eBay 15%. So far, they have not. I will update later...

Now, having spoken to ebay twice today on the phone, no one can tell me how to sort out which transactions used coupon and which didn't. Best answer I got was you will get a bulk charge for the May Promotion. I already knew that. No one can nor wants to keep accounting records where you do not know how the payment processed for individual sales yet take on an ambiguous bulk charge. I think I learned my lesson signing on to a ebay promotion foe the first time. I will probably be shutting down until the promotional period ends. Cheers.

These are the same people that tell newbies that have no following to post their items at auction with a 99 cents starting price. Just sayin'.
If your listing sells and you have it promoted, do you pay the regular fees on the full price + promotion fees on the full price + return the money the buyer saved using the coupon? Who wants a sale at a negative price or profit point? Sounds like if your "sales don't grow" you should be able to file SNAD against eBay and get your money back. LOL....
