eBay was founded on safe buying and selling and Feedback was a #1 determination in that safe buying and selling. Yet, very few buyers use the feature...even when asked....Are others feeling and experiencing this?

Feedback is voluntary; no one is required to leave feedback.
Some users do not care about or consider feedback, and thus do not leave feedback.
Some users make purchases as guests and are not eligible to leave feedback.

If Feedback were the "#1 determination in that safe buying and selling", shouldn't eBay have made Feedback mandatory/required rather than optional?

Once eBay stopped allowing sellers to leave bad feedback for buyers, total feedback left tanked. It lost its usefulness for most people.
