eBay Coupons to buy eBay Shipping Materials

A couple of quarters ago I received a $25 coupon to use on eBay's shipping / packing materials.  The note with the coupon stated as a seller at my level I'd receive the $25 quarterly but that was the only coupon I've received.  Any ideas on where I can find the coupon again?

Go to eBay Seller Hub.
Scroll down to Selling Tools.
Select Manage Store.
Select Subscriber Discounts on the left.
Click on See Details below eBay Shipping Supplies.
