If the OP logs in to eBay from the library their account will be associated with the accounts of everybody else who logs in to eBay from that computer. Not a good situation. If the OP clicked on a link in the e-mail I presume it would take them to an eBay (or possibly fake eBay) login screen.
You might be surprised how restricted some library computers are in terms of what sites you can visit and what you can't. I have a friend who worked at a library and all of their computers blocked shopping sites due to security restrictions.
