I was charged $400 for canceling an auction. I would like to speak with an eBay Employee in regards to getting a refund back. I had 3 days left of the auction and decided to cancel. This fee is very high and I cannot afford to pay this. I am a bit disappointed with eBay on this.

You were charged a final value fee for cancelling the bid and ending the auction early.
You really should familiarize yourself with seller fees and Ending a listing
If you can't afford to pay the fees you shouldn't have cancelled the bid and the auction.

I can't see the numbers, but I'm sure you were charged exactly what you were supposed to be charged.
Why would you be disappointed with ebay?
You should be disappointed in yourself for not familiarizing yourself with ebay fees and policies before doing something like cancelling and auction early.

Oh dear—one of two things happened. There was a reserve on the auction, or eBay may suspect that you took the sale off the platform. It is a written policy that eBay reserves the right to charge the Final Value fee under such circumstances. See link below.
You had a bidder make and then retract his opening bid of $5000 today, and then you ended the listing abruptly. It is likely that you had a discussion with this buyer at the same time?

Ebay does not like a buyers bid to be cancelled and the listing ended early. This disappoints buyers and that is why ebay correctly charged you the fees.
As a seller you agreed to all of this when you listed the item .

Did you have a reserve on this auction? That would be why you may have been charged.
Reserve price is an optional upgrade for auction-style listings, with a fee that is charged at the time of listing.

I agree with @ebooksdiva... the fee was for FVFs that eBay was entitled to per the TOS. Tough lesson learned, though.
Since you're a new seller and your funds would be on hold anyway... did they put your funds in the negative, or did they pull them from your attached account?
I only ask because we see this problem so rarely that your experience might be of help to others. Hang in there...

There wasn't a retraction... the $5K bid was cancelled. And $5K at 8% would be the seller's FVF.

Others covered your fee question @heatkicksnyc . Just wanted to add that with a brand new account selling high end sneakers, you need to be prepared for eBay to restrict your account while it undergoes a review and they require receipts for all items you listed - sold or unsold. Get those receipts together now so you are prepared if that happens.

There must have been a bid on it. The fee is for finding you a valid sales lead. They did that, you chose not to use it. Did you cancel another auction in the last year? They used to give you one free one a year.

Well now you know there are rules for just about everything around here. One of the worst things a new seller can do is ASSUME they know how to handle a given situation they have never been faced with before. And as you have found out it can become very expensive for you.
With that said, it does not hurt to contact Ebay and beg for forgiveness. You are a new seller and made a mistake. Sometimes they will forgive certain things ONCE. And it is a lot of money, so certainly worth the effort of trying to get it refunded.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

You might want to end your 8 Buy It Now listings & study up on how eBay charges sellers for using their site & the rules associated with using eBay's site to sell.
Once you understand how eBay works, list an inexpensive item or two & get started selling slowly.
