Hi everyone,
I’m reaching out for advice regarding my eBay seller account. Recently, my account was restricted, and I lost selling privileges because of high Item Not Received (INR) and Bad Buyer Experience (BBE) rates.
Here’s a summary of my situation:
- My INR rate dropped from 10.4% to 4.0%, which is still above the market average of 1.5%. Most of these INR cases seem to come from international transactions.
- My BBE rate is currently 2.4%, which is below the market average of 3.5% and technically compliant.
Despite this, eBay has applied restrictions to my account. What’s frustrating is that I didn’t even receive an email informing me of the account closure—I found out when I logged into my dashboard.
I’ve been working hard to address these issues by improving shipping times, providing tracking numbers for all orders, and communicating more proactively with buyers. Still, it seems like my metrics haven’t recovered enough for eBay’s standards.
I’m unsure of the next steps. Should I:
- Appeal to eBay with evidence of resolved INR cases?
- Focus on fixing INR issues by avoiding international sales for now?
- Or is there another approach I haven’t considered?
Any advice or similar experiences would be greatly appreciated! Thank you in advance for your help.

INR, resolved or not, still ALL count. You'll just have to 'live through' the sanctions until you do not have anymore INR's to put you at a much lower rate.

You are exactly the sort of seller that this restriction is targeted at.
It is unlikely that even if you have 0% INR or BBE rate that you will be reinstated.
No seller has reported reinstatement on this forum.

What does it say on your CBT Seller Dashboard (Cross Border Trade)?

From the FAQs on the INR page, eBay will continue evaluating your transactions as long as you have eligible transactions to evaluate, and they will remove the restrictions if your performance rating becomes compliant.
But, unfortunately, if they tell you that the action taken on your account is "No selling privileges" and they remove your listings, then they will not consider any appeals.

I have seen a few ... one, I can remember for sure.
However, that seller was aware of the issue before eBay took action and banned them. They were able to improve their rate, and get into compliance. Then eBay lifted the restriction.
