When you get a INR and it says "resolve by 2/13/25" does that mean that the buyer could escalate the case at 12:01 AM on 2/13 or does it mean that they can not escalate until 2/14 at 12:01 am?

I don't know the exact timeline. But when EBAY gives you a deadline...Seller must provide tracking# proving item was DELIVERED before deadline (or EBAY will automatically refund the customer).

Tricky question considering time zones...it's always the cocktail hour somewhere in the world🌎.
I would do it today to play it safe.
If the buyer is waiting to escalate it by the computer the minute they can...they will and eBay or artificial intelligence can OK it immediately.

Have 2 of them I need to refund today, just wanting to give the USPS every chance I could to actually do their job, probably both be out for delivery tomorrow

Gotta to hate that down to the last minute.
I usually would refund and tell buyer if item arrives they can pay me back by Pay Pal if you both have an account.
If it doesn't arrive...you get 'burnt' by eBay plus a not a happy feedback from buyer.
I see too many feedbacks from other sellers...'eBay gave me the refund'.
You kinda sell the same items...would a buyer want to be blocked by you?...if they need something you have for sale?
