Customer left feedback right after purchase made saying "I have not received this item yet, but I will send a review once I receive it. I just ordered it." Customer received the item for 2 weeks and I requested for feedback revision but no reply. Now revision case closed, ebay said "Remember that buyers may choose to not respond or to decline your request. Please respect their decision."
What should I do to get my fair feedback?

Next time don't send a revision request unless the buyer asks you to.
Nothing you can do to change the feedback. It does not harm your account. Any potential buyer reading it will ignore it. I suggest you do the same.

It's a neutral and most people won't even notice it.

I would just block the buyer and move on. No one will hold that neutral against you.

Why? Because they might do it again. Or they might do something even numpty-er. Actually, I bet the numpty here is the eBay program which prematurely nags buyers to leave feedback before they have received their item.

Some people have a higher risk tolerance than others.
I am always willing to take more money from a customer who left me a stupid neutral feedback.
