creating a new account after being suspended

I am creating a new account because I could not solve the reason for the suspension of the first account. I'm using a new IP address everything new device and so on but do I have to create a new payoneer account to start selling or can I use the same one I had on the first blocked account? (3 months have passed since I registered this second account, everything is clean)

No.  Your Payoneer most likely will be rejected because you were suspended.  If it's rejected, you can't sell on eBay.  If you create a second account and was prior suspended, that one will also be suspended.  I don't believe the IP or a new Payoneer account will change anything .  Don't continue to create new accounts or you will perma banned from eBay entirely. You were selling digitally delivered goods that you didn't own.  That's grounds for a quick suspension every time. Sorry.

Attempting to circumvent a suspension/ban on eBay by creating a new account is not allowed and will only result in the new account being suspended/banned. You have two choices at this point:

1. Ride out the suspension on your old account and hope that your selling privileges are eventually restored (which might never happen depending on the reason for the suspension).

2. Find another venue to sell your wares on.

You got caught selling digital items you don't own.

If you open a new account to get around the suspension, that's a policy violation and your new account will also be suspended.

The things that you have changed were not the cause if the suspension. There is nothing to "fix" and start over with. You can't sell items that you don't own the rights to.

It's the policy of those that own and administer the games. So it's also an ebay policy so that they are not complicit in allowing or encouraging it on their platform.

Other platforms will have the same policy.

Posting that here is not a very good way to start.    Anything linked to a suspended account will get the next account suspended too.  Your not allowed to do that and will get you banned from eBay for life.

As others advised, you have to get the suspension lifted. That is if you can.
