communication when a return purchase is no complete

A recent return purchase was only partially returned.  My attempts to notify eBay were in vain. They issued the refund on this purchase before I received 100% of the return. The actual 100% was one week after the refund was issued to the buyer. The entire refund process ignores the seller.  Where is the button to stop a refund when there is only a partial refund?

I always call & have E help me when I want to give some money back. I ask to talk to someone from the states & then they help me.
