It's stupid, but for some reason when you select "Save and Preview" and try to use the variation drop-down box the drop-down box doesn't work.
If you've uploaded your photos -- both the "default" one that will shown as the primary photo and then additional ones you've attached to each variation -- they will be there. To check that they are, go into the listing as to edit. Scroll down the page a bit until you see the section "Default Photos." There should be a BLUE clickable link that says: "Add/edit variation photos." (See screengrab below.) Click on that.
It will bring you to another screen where you'll see another header called "Photos." The top half of the screen deals with your main/default photo/s. Scroll dowwwnnn and you will see what photos you have uploaded for each of your variations. Delete/add photos for each variation as you normally would. To switch between variations, just click on the variation type that's shown on the left-hand side of your screen. The variation you are working on at the moment will be greyed out.
When done, scroll to the bottom of the screen and click "Save and Close." Don't bother with the "Save/Preview" option as you still won't be able to toggle between variations in Preview mode. (Idiots!)
And don't worry, if you messed your photos up, you can always go back in once your item is live and dink with the photos as long as you do so before you have bidders or the item sells. Just get at the photos as I explained above and then save the listing when you're done like you normally would. and all will be well.
