Where are you attempting to change the listing's quantity?
Within the listing itself, via "revise your item"?
or
Within the Seller Hub, via the "Manage active listings" tab/page?
Your answer will help to more easily diagnosis the problem.

Is it a GTC fixed price listing?
Do you have the OOS box checked in "site preferences"?

OOS is "out of stock". That keeps a listing active, but unsearchable/unseen by a buyer when the quantity is less than "1". Great if you have multiples of an item, or expect to get another of the same item before the listing time renewal date arrives.
If not activated, it may not allow you to select "0" for a quantity.

WARNING: OOS is an all or none function. Applied to all listings, or none. If you have OOS activated, and sell an item that you only have one of it will still renew on schedule even with "0", and use one of your "free listings", or charge a fee if you do not manually "end" the listing before auto-renewal.
