selling an item and it will let me change the price of the item I’m selling, but will not let me change the shipping cost. I want to be able to lower it

When I receive an offer or send an offer, certain fields are blocked from editing. Is that the case with your listing?

I can do it but I have a store....I can change the shipping cost every day since I have a store at $21.95 a month.
If you have no monthly charges like a store you are kinda limited what you can do.

Seriously? I had no idea sellers without a store could not modify certain listing fields.

It isn't a thing. The rules about what can be changed, and when, are not connected to a seller's Store status. They are related to format (auction vs fixed price), whether the listing has an active offer/counteroffer, and for auctions also how many hours are left and whether it has bids.
