cannot list " variations " it does not show up on the screen as an option- WHY?

I try and list flatware using the CHOICE option and Variations doesn't appear in the list ( it should be above Condition)

If the category supports variations, you have to turn them on.

Top right of listing page, click the 3 dots and click settings and turn on the variations.

If it isn't there, the category doesn't support them.
