I accidentally declined a cancellation request as a seller instead of canceling it because I can’t sell the item anymore, and now I can’t cancel the order or anything and i’m not sure what to do now.

So the buyer filed a cancellation request and you declined it right? Just go to the order details and click on “Send Refund”. Choose the appropriate reason and make sure to send a full refund. You will get your final value fees back and buyer gets his money back, no item was sent. The outcome is the same as a cancellation.

No more than one cancel per order - system restriction. Follow the advice above to "send refund" and you'll see an option that says something like buyer requested cancellation - if you don't see that you can use the reason "other" and fill out the comments that it was a buyer requested cancellation.

Will ebay used my funds that are on hold for
the refund or will it take money out of my bank to do so?

If eBay has the funds from the sale on hold they will use those funds for the refund first before going to your bank account. Since they would have already taken fees, tax and whatever, that money as well will be used for refund. They will give you a full accounting of how the refund breaks down which will include fees returned to you, etc.
