There should be a way to cancel a buy when you know it's a scam. Such as when it's a new buyer of that day and they ask you to text how to pay. Clear red flag and we should be able to cancel and relist right away.

Use the report buyer function then contact eBay customer service

Another way to deal with it is to cancel "problem with buyer's address."

You know the transaction isn't going to complete so you can go ahead and relist it right now if you want to. Then after 4 days you can cancel the original transaction. In the meantime use the Report Buyer link.
